Hi firends!

I need to configurate TAX rules in such a manner: If  costumer has a VAT number, the applied TAX % is 0.00% , but if costumer DOES NOT have VAT number, it means he doesn't entered VAT during registration, then I need to apply 21.00% TAX. So the question is, is it available make rules based on if Costumer has o doesn't have VAT number?
