Url for client to change language

I removed the change language option but somehow a customer changed it on accident. 

What is the url for them to change it back to US English?

adding language=english to any url should change the language - you'll either need to put a & or ? in front of that depending on your URL... e.g demo.whmcs.com/index.php?language=english

can you help with hook that can auto assign users to language base on registered country
