Resolved 7.4.2 New Phone Number Format remove 0 (zero) if it's the first number

Hi, 
new Phone Number Format introduced in 7.4 remove the 0 (zero) from the phone number if it's the first number, and this is not good for Italy because we have phone numbers starting with 0 and it's mandatory.

For example
+39.0331451111
or
+39.0289451111

Even if we disable the automatic format the 0 is deleted.

All the numbers starting with 0 are now messed up.
What you suggest to do?
