I don't see a way that is possible in WHMCS at this time.

You can use EmailPreSend to create a hook that will alter the database for email footer every time an email is being sent to a client with your custom email footer text according to the client's language in their profile tab

That would be great. But how do you create such hook?

 

Right now, I have simply translated all mail templates and removed the {footer} tag and instead written a nice sincerely text, which works great.
