Automation for changing "CC Recipients" on ticket creation

Hi there.

I want to automatically change the "CC Recipients" field when a ticket is first created from an external email,  if the subject, message, or other identifying field matches a certain criteria.

I have looked into the TicketPiping hook, however it doesn't have a `ticketid` parameter to identify the ticket in the database to change its cc, and I don't even know if the ticket has even been created at this point. Any ideas?
