- in client area they can see all service and contracts they have
- download invoice and pay invoice
- open new ticket

Admin

- admin can generate order for client and client can pay only with gocardless
- admin can setup subscription for example client bought an ecommerce and pay for 12 months the rate. client can't close before the contract.

Replied with bold.

You should check the main website for WHMCS features, in detail.

Pointless expenditure imo, you could have a gocardless recurring invoice and a html site and save yourself $19-$12k a month by not using whmcs

Exactly. This a waste of money and WHMC feature package. You can do the above actions with a Ticketing system and an Invoicing provider.

To answer your question, yes it can be done in WHMCS and nearly any other service / recurring specific billing system out there.  For this you just create a simple recurring product with no server modules, a bunch of configurable options, service custom fields, etc that details the contract and contract it self and you have a recurring invoices with a help desk.
