Cron failing, no activity in activity log

Error log shows:-

Hotfixes applied 
Manual trigger of cron also fails.

Help!!  Cannot open a reseller support ticket as if fails on send as license details not given, even though there is no field for this

have you tried the v7.8.1 maintenance release that got released yesterday? it includes the following in it's changelog...
