check out Marketplace, do a search for "Gateway Fees" or "Gateway Charges" and you should find at least one product there that will allow you do do this with a minimum invoice level.

there's no inbuilt way to do it without an addon, or additional coding....

there is a free addon that can add a fee to PayPal invoices, but I don't think you can set an invoice level, and in various countries, it may be against PayPal's rules to charge fees... it's certainly against EU rules to do so now (cc especially).

Please check your location first because Visa or MasterCard may not allow you to add additional fees on top of payments. This is even illegal (yes, by law) in some locations.

Last time I checked PayPal forbids this as well to add surcharge fees if you are accepting PayPal. (unless for specific circumstances like credit adding or similar). 

The reason I mention this is because I see multiple people asking this over and over again and you may be breaking the terms of services of your merchant/payment provider which can lead them to closing your account.

You also need to fully disclose it on your sales page before purchase because otherwise they will be considered hidden fees by your customers.
