[not a bug] "Create New Quote" functionality

This may be more of a functionality oddity rather then a bug, but here it goes...

 

When you click "Create New Quote" within the Admin area (Billing > Quotes > Create New Quote), it immediately creates a blank quote. If you decide you don't want the quote, and just click off to something else, it leaves a blank quote out there that isn't tied to any client. Instead of it functioning this way, it should bring you to the blank quote form, but not actually create the quote record until you save it for the first time. I found I had several blank quotes sitting out there, and couldn't figure out why. Then I realized the functionality was a bit odd, and just going to "Create New Quote" gives you a blank quote record without you ever entering anything or saving it.

Reports like this are not easy to categorize. Having thought about it, I think I fall more on the functionality oddity then a bug.
