Transactional email module

You don't need one as both of those services give you SMTP login details that you can then set up on WHMCS in the configuration page for the email settings. No module required when you can already use those services.

Or you mean reselling them to your customers? If yes, you do realize it that using them on the MarketConnect means you are buying them from WHMCS which means they will be more costly than just going directly to those sites. I don't think who would mind paying more from your site if they can just buy them directly.

There are some cloud providers that do not allow SMTP out from their servers / network either at all or only to their own servers.  So using the API options of those providers is needed. 

If we're talking about a module to use those services to send out from, the trick will be to find the central, if any, mail function to overload so the module's function is used.  Or using preemailsend hook that does the mail sending and returns false.
