Client Details Change Notification header change

When a client changes their details the "user details change" email is sent. This email does not appear to use the headers and footers in the General Settings -> Mail tab. Can anyone please tell me how I can customize the headers for that email.

it's an admin email, so it's format will be encoded within WHMCS - you can't change it.
