Hook -delete invoice with 0.00 ammount

I need a hook to remove invoice generated with 0.00 (for example a domain extensions has free registrar transfer).

The hook must do:
1. Delete the invoice with 0.00 generated
2. Prevent sending email with invoice
3. Change the number for next invoice (practically current number - 1/number of deleted invoice must be next).

it's probably worth adding that @edvancombr suggestions would only prevent the invoice email from being sent to the client - the invoice would still be created... so it only resolves step 2 of your needs... steps 1&3 won't be solved by this.

Need number 1 is easy to solve, I can not see a solution right now.
