I am amazed WHMCS do not support changing this, like many hosting providers I use PayPal, I prefer to have all of the tickets imported to help me when searching transactions etc, PayPal process all the payments at 11AM GMT only 10 of my payments are imported then the rest are ignored. If the OP is having them sent to their helpdesk then they could be using a department that does not send an auto reply on ticket creation.
