Yes. You can configure the affiliate system to provide commission on a one time basis. For this, you just need to enable "Affiliate Pay Amount" as One Time Payout for all products (Edit Product -> Other tab).

that was previously requested by a feature request 4 years ago - but it only got two votes and was therefore never implemented...

So if an affiliate signs up 2 clients, the affiliate would get 12 months of recurring commission from each of those clients, and then the commissions would stop from those 2 clients

... even if you added your vote to it, I don't think that's going to make any difference.

you could check in Marketplace for third-party solutions - e.g I know Kian's Commissions Manager addon can terminate recurring commission after x months, but I don't know if it still works with the latest versions of WHMCS.

I suppose ultimately it could be solved by a hook, running via the cron, that terminates the link between the product and the affiliate after x months..
