Paypal Failed payment

Hi. I am running into an error that I cant seem to fix. After the person makes their selection and continues on from the shopping cart to paypal, it will start to direct them to Payl and then they get

"Sorry, we can’t complete your purchase at this time

Please return to the merchant and choose another way to pay."

 

This is happening the majority of the time from US and Canadian users. I've went over settings that other people I know have that are working fine but we can't figure this out on mine.

Make sure you're providing the correct email in the paypal gateway settings and that email has been verified by paypal.  Also, if you have multiple email addresses verified in paypal and you are using a secondary address, try the primary address to see if that helps.   And lastly, verify your paypal account is a business account as a personal account may not work.
