Domain Sync and cron

Since upgrading to the latest version, the one where domain syncing is part of the main cron, I don't see any domain sync emails. Just forced it via command line and it ran as well as sending me an email about the syncing, so I know it works. The question is why isn't it apparently working when the cron is running normally? In addition, the automation status shows this:
Domain Expiry Synchronisation
0 Completed

Showing that even after running via CLI. Any thoughts?

It's the command to run the whole thing and show what it's doing, as there is no separate domainsync any longer (according to WHMCS John, the domainsync.php file in there is an empty, yet encoded file). It's all rolled into the main cron file. I ran this from inside the crons folder.

php -q ./cron.php -F all -vvv
