Payment gateway that just creates invoices?

We already have a way of billing our customers. All of our customers are pre approved. We need a method to sell services and simply create a note for our accounting dept with all the relevant information about products and prices, and they handle sending out invoices once a month. All the payment gateways I have seen work by immediately accepting a transaction, be it paypal, credit card, etc. but none that fits our need. Is there a way to do this? Thanks for any info

1. Guest Invoice WHMCS Module - This module enables you to generate and send invoices to clients without requiring them to have an account in your WHMCS system.

2.  Invoice Recurring Management - This module enables you to generate recurring invoices without the need to create a product or service.
