there are two ways to enter the tax rates - either manually one at a time...

or using phpMyAdmin and importing them all in one go...

as othellotech says, you can't edit them - you delete them and add them again...

I would imagine if you needed to change a tax rate for an country that you haven't invoiced for previously, you could just modify the value using phpmyadmin - but if that tax rate has been applied to previous invoices, then you'll need to delete it and re-add to ensure the old rate is used on existing invoices.

any invoices generated after this change will have the new tax rate applied, but any existing invoices will keep the old tax rate.

As mentioned the only way to do this is by manually adding them.

It's a bit annoying and tedious but it shouldn't take you longer than 30-45 minutes to add them in.

I hope WHMCS adds the ability to edit tax rules as once in a blue moon the tax rate will need to be changed for a country and this may become more common over time.
