If you create a new order in the admin area for a user and choose free account, the system creates the new account, reverts it to monthly billing and sets it up to bill the user for $XX.XX. WHMCS won't allow you to place an order for a billing cycle which does not exist. It looks like it exists to me... therefore it should be selected as Free Account and not monthly. Monthly and Annually then they should by rights be the only selections available in the dropdown or at least a warning box to say that the selected option is not available for this product.
