How do I allow customers to pay one time only via CC?

Once a customer enters their credit card information and I add an invoice and a due date, that invoice will automatically get charged to their credit card on the day its due.

 

Is there a way to set it so the customer can choose auto billing, or not? Sometimes the customer does not want their card billed becuase they are going to mail me a check, but they still want their card saved for fast payment next time.

There are two options in Setup > General Settings > Security Tab:

 

Disable Credit Card Storage

Allow Customers CC Delete

I ticked this option, but don't see it in the client area. Would it be under credit cards? Does this take time before it works?
