You do know that decoding WHMCS is against the terms, right? Publishing makes that even worse, and that appears to be an entire decoded version. Was he hired to crack the whole thing for you?

That being said, trying to use an old version's file against a new install of a newer version is likely the problem.

Not whole thing, He just created new submitticket.php . So many changes we made in the in the support section as per the requirement.

Customizations should be made using hooks, addon modules or .tpl files, not by decoding or modifying core files and the developer should know that.

As it stands, WHMCS is most likely not going to provide support to your issue with your WHMCS instance due to using the decoded file, so you're at an impasse.
