What I found looking for solutions is that there is no direct way to remove this system, and the solution is just to hide it. Currently I have the "Open a ticket" option being shown in the home page and in the home page of the client area, and I would love to make it invisible so my customers use the support system I currently have (livechat with tawk.to), basically to avoid people opening tickets with the WHMCS system. However, if you have no departments, it will not be possible for customers to submit tickets. You can modify your templates to remove all references to support.
