Government-issued photo ID

Hey everyone, yesterday I was trying to buy an WHMCS license but that failed and for some reason my invoice got cancelled. I've opened a ticket and they replied that I need to the following:

2. Follow the on-screen instructions to use your webcam or mobile phone camera to securely take a picture of your Government-issued photo ID

I have a question, why do they need this? What do they look at when you send them a picture of your ID? What do they use it for (if they do)?

We perform a number of checks on new orders, and part of this could include asking to see a copy of photo ID. Requiring ID or a PIN when paying in-person is commonplace, this is just the online equivalent.
