Can I    just create a   a file there custom.css???

you could - but you'd have to link to it in the header of the parent theme... so don't bother.

edit the custom.css in your active template folder, e.g if it were Six, it would be /templates/six/css/custom.css.

if it is Six and you haven't duplicated/renamed it, keep a backup copy of the custom css file just in case WHMCS overwrites it..
