Domain expiry emails hit or miss

We've just noticed a client's domain was near expiry and no expiry emails had been sent. Last time they got some was the prior year. Domain is active and current, just no reminder sent. Started reviewing other accounts, and more of the same. Some domains/users they were sent, others, none at all in at least a year (many even longer). No distinct pattern to the accounts, and some have only one domain on that date, others several. Some in client groups, others not.

Very hit or miss as to sending or not. 
Not seeing any errors, so where to start looking for a solution or "reset" to get that back working would be great. Still on 7.6.1 at present.

Cron definitely runs; every 5 minutes (syncs work, invoices generated daily and so on). None of the affected domains have autorenew disabled checked and dates are accurate.
As for logs, which log are you referring to there?

In the activity logs around the time runs, I'd also suggest enabling error logs under Setup  > General Settings > Other "Display errors & Log Errors" and then try forcing the cron to run via the server terminal window and see if anything reveals itself

php -q /home/username/crons/cron.php -F all -vvv

You can also try it with just the DomainRenewalNotices call 

php -q /home/username/crons/cron.php do --DomainRenewalNotices -vvv

Looking in the activity log I see one went out just yesterday, so they do send, just not to everyone. I see a number of them went out last week also (and so on). 
Looking at the one that first got my attention, they got them in January of 2019 for one domain, but not since; and the other domain hasn't reminded them since 2017. 

Weird one.
