So I just noticed when logging in as the client, that the marketplace slider/ads(sitelock, codeguard etc) are not showing on the homepage as they are set to do.
If I login as a different client, then the slider is there.

I also cannot find any way for a customer to enable sitelock lite. It is not on the sitelock page.

I think that's been intended behaviour for a while with MarketCONNECT, e.g if I login as a client who has no products (or probably no products to which MC can be applied), then the slider isn't shown; if I login with a client that has products, the slider will show.

you have to remember that the products in these sliders are really product addons, and so if the client doesn't have a product to which these addons can be applied, then WHMCS doesn't show them.

Although some were likely created after marketplace was setup, would this mean it hasn't been applied to them?

I think when MC is enabled, a SQL query is run to make them available addons to the then current hosting products already in tblproducts... if you add a hosting product after MC is enabled, then it should (at least in recent versions) be added to the applicable products of the MC addons... though it could depend on which version you used to add the product

I would have thought the cart addons page would show all product addons available to your client's products; the slider is a bit of unknown, because i've never really tested it for this issue.
