Phone Numbers mask not working

is the checkbox visible and ticked in your admin area general settings page?

it's possible that the last upgrade didn't complete correctly, and/or if the checkbox is not visible, the feature is currently disabled.

if you're not seeing any checkboxes on that page, then you might need to upload the /vendor folder again to see if that fixes it.
