I've reported the failure of the 'limit activity log' settings being respected as a bug already. Regarding this particular logging you are seeing, perhaps you will need to open a ticket about it. That speed depends upon the lookup provider you have chosen and the speed with which it returns the results, and how many results you have selected to return.
