Custom Ticket Fields - Lost after changing departments.

Is there a secret, or way of setting up custom fields that do not get lost/disassociated with a ticket once it changes departments - departments they may have a couple extra fields (like admin only or something)?

 

For example, if a ticket comes in and isn't responded to, and goes to an escalation department, the fields are then not visible, and this is where we try to capture some key information.

 

Even if not, is there any way, or has anyone designed a way to post those custom fields perhaps to the "Notes" or something?
