" Add Funds " link not displayed in Client Area

I noticed that once logged into the Client Area, there is no Add Funds link. I have checked my settings ( Setup >General Settings > Credit) and have it enabled.

 

A client who placed an order 12 hours ago, informed me that there is no Add Funds link, so i logged into his account and cannot find the link anywhere.

 

I have read the Docs and still can't find an answer to this.
