In the mean time, I have been able to use the force clients to enable 2 factor auth, to get it enabled for all clients. Have a great day. The label for the checkbox is: "Enabled - Uncheck to disable" The goal of the checkbox is to disable 2factor auth when it had already been enabled. You can't check it to enable 2factor auth because enabling it requires the user to setup their 2factor auth details. So the lack of enabling is the intended behavior. To make this less confusing, the case has been updated to mark the checkbox as greyed out when a user has not enabled 2factor auth, so that we don't give the impression its possible to enable it for a specific user by checking the box when that is not the case.
