*assuming* you've tested that it's not a server/comms issue by doing the whois from teh command line, then you need to check and update your whoisservers.php for the tld you're having issues with

but do not respond if the whmcs ticket, which will be the lines I should add in whoisserver.tpl?

I am able to query whois.ripe.net for .ru domains without issue. Please open a ticket with our support team so they can investigate this further.
