Empty Ticket Question

I have set up :

*/5 * * * * php -q /home/mycpanel/public_html/whmcs/pipe/pipe.php>/dev/null 2>&1

 

And every five minutes I received an email :

A new support ticket has been opened.

 

Client:

Department: Billing and Sale Information

Subject:

Priority: Medium

 

---

No message found.

---

 

Where is any support ticket has not been open.

I want when any email send to me then Support ticket will open.
