Suspended Support/Updates Addon not blocked from submitting tickets

I am not sure if I misunderstand how the system is designed or if this is a bug....

 

I have a product which is licensed. In the Module settings I have a "Support/Updates Addon" specified. A client has that addon in their account.... I gave the addon a "suspended" status in their account; however, they are still able to submit support tickets related to the licensed product.

 

I am confused because, http://docs.whmcs.com/Licensing_Addon#Support_.26_Update_Addons says "If you enable these on your licensing product, then the client is required to have an active support & updates package in order to receive support... This means you can charge your users for the continued support and updates using any of the recurring terms available to you in WHMCS."

Hmmm - That is rather strange.... We are able to see that they have regular addons in their account... They show in the list of product/services regardless of whether or not they are specified in the license module settings. I can only assume that specifying the specific addon in the settings is meant to have a much greater purpose.
