Block Order by City or State - Amsterdam Fraud

During the past few months we have been targeted with some fraudulent accounts. Most all of them are from Amsterdam, Netherlands.

 

We use Maxmind Fraud protection with phone verification turned on and they still manage to get the account activated as "low risk".

 

I've noticed most all of the domains are domains associate with a bank and used for phishing sites.

 

We never really know it is fraud until we get the chargeback a month or so later. Now our merchant provider has threatened to cancel our account due to these chargebacks. Well now I know to refund and cancel all orders from Amsterdam. It would be nice if I could just block all orders from there within WHMCS or maxmind.

 

Is there a way to block orders by city or state within WHMCS or Maxmind? I could not find a way to do this.

 

I do have other legitimate customers in the Netherlands so I don't want to do a full IP block of the country.

 

Also I do not see any way to search for customers within WHMCS according to city, state and country. This would be nice if this was a feature.

 

Any help would be appreciated.

Thanks for the advice. My server admins told me I could only block by country, not city or state. This is not feasible since I do have legitimate customers from the Netherlands.

 

It is possible to add some sort of IF/THEN statement to the order form templates so if the City or State equals "Amsterdam" it would block the user from continuing with the order?

 

I don't necessarily want to block all of the Netherlands, just Amsterdam.

 

Is there any way to accomplish this?
