Yes!

 

They do not need to contact Sales and/or Support via your website, they can simply send an email to a support department. You can also set options inside WHMCS > Support Departments so that the client even receives a confirmation of their email - you can turn this on/off for each department. Just make sure you've got email piping confugured and then you're all set.
