Hosting Account Welcome email not sent

I have the system set up to create the account upon first payment. I know I still need to "accept" the order. However the Hosting Account Welcome email was never sent to the customer (Note that it did work on a previous order), and when I try to manually send it that email does not come up in the drop down.

 

How do I manually send this email.
