That "Creating Admin API Authentication Credentials" links to http://docs.whmcs.com/API_Authentication_Credentials#Creating_Admin_API_Authentication_Credentials , which does not exists and brings you to https://developers.whmcs.com/api ... so you enter in a loop. for API calls you need $api_identifier and $api_secret ... In WHMCS in admin/configapicredentials.php you can generate new API credentials, you can get only the identifier... but the api secret? Make sure to copy the Secret at this point, as it cannot be retrieved later.
