Paypal links

Im trying to set up Paypal so I have the payment options on the right side of screen like what they show in the below picture

Right now all I have is the small radio button with the word "Paypal"  to place orders with

I signed up with Paypal Basic,  then with Paypal main account following the instructions on this page:

Any one have any ideas where to start looking?

Once you've configured the PayPal module (Not PayPal Basic), you'll see these payment buttons on the Review and Checkout page when the shopping cart contains one-time items.

For recurring services clients must checkout as normal to create a PayPal Subscription.

Anyone have any more detailed instructions on how to fix this problem of mine? No matter how I try, even delete Paypal and re added it. All that ever shows is that little radio button for Paypal

yes tried that and still nothing. I think im missing this step. "Step 3: Migrating existing products/services" which is on this page: https://docs.whmcs.com/PayPal_Checkout_Migration_Guide.  Does this make sense?

I did notice when you look at the source code for the cart page
Where the Paypal buttons should show up

It shows this:

But all that is there is the green checkout button

Does any one know which Module WHMCS uses for the Paypal links?

Should be trying to pull the information from someplace
