Password Reset is being sent to the wrong user/client

Hello,

I have the following:

Client 1 = ID 96
User 1 - ID 95
Client 2 = ID 97
User 2 = ID 96

When Client 2 requests a password reset or I initiate it within the admin for User 2 is sends the requests to Client 1/User 1.

Has anyone had this issue, too, and has anyone found a fix for it?

Password reset should go to the email address for the user, not the client. Is it possible User 2's email address is the same as User 1/Client 1?
