Admin area navigation is a mess

Does anyone else waste time digging around the admin area looking for things? 

I am scratching my head after looking for the PHP info this morning. My first thought is to look under 'system settings'. Yet, it's under a different menu 'Utilities > System > php info". Shouldn't 'system settings' and all related be together? After looking at it, I think most of the links under 'Utilities' should be somewhere under 'System Settings'.

Isn't this dashboard about 10-12 years old and slightly modified here and there? An overhaul would be nice to see.

Yeah, it's interesting trying to find things. I especially question the "mobile first" box layout under settings. Not a lot of logic in placement there, and a fairly dumb way to present that. Should be a choice of that or lists, and sorted ones at that. If not for the left column with categorized lists (!), it would be even more frustrating.

It reminds me of cobbled up updates that have been piled on over the years instead of building something fresh and more appealing to todays market and users.
