Show inactive users and domain sync

1. Not that I'm aware, but I did not bother to check to be honest. There must be a setting in a file to change the default options. Just like you, I find this very annoying. I want to search for all accounts, including inactive and I always must check the option manually on the search. This was not like that in previous WHMCS releases. They only started doing this after introducing the new search function called Intelligent search.

On their documentation they even state:

Disabling search as you type will persist for the duration of your current admin session

This is not true in my case either. If I toggle the options Hide Inactive Clients or Search as you type and I go to another page they are again enabled. Extremely annoying. Not sure why they called this Intelligent as it's the opposite. It requires more clicks and more work on each search...😡

2. I don't think so, but there is an open request for this:
