Does 'Suspending' a hosting package stop invoicing?

so the answer to your question is yes, suspended services will continue to be invoiced for.

in it's admin area prduct profile page, change it's Status dropdown value to one of the above 4 options - personally, i've always chosen cancelled.

if/when you want to unsuspend it, you can press the Unsuspend button (assuming the actual service has been suspended and not just marked as suspended) and that should change the service back to Active again and invoicing should continue.
