clients cannot change their currency themselves - and once they've made an order, you should never change it for them from the admin area either.

the currency is assigned to a client, not to their orders or invoices - so if you change their currency after ordering, it will cause issues with preview invoices and audit trails, e.g a $100 USD invoice will become a €100 invoice, or a $100CAD invoice - they'll all be worth different amounts.

Is it possible to force a certain currency for users from a certain country?

not out of the box - you could use a third-party solution to do it, such as the free Geolocation Hook from ModulesGarden.

automate the switch of a currency, language or even the template of your WHMCS client area depending on the location of your audience. Upon detection of a country from where each of your visitors is, these crucial elements of your website will be adjusted instantly to secure customer experience that is personalized to perfection.

for each country you can assign a default currency and language - so if someone from the UK visits, they'll see the site in English and prices in GBP; someone from France will view the site in French and be assigned EUR as the currency....

though I think the user (non-client) can still switch currencies/languages if they want to before purchasing a service...
