SOME Emails not sent.

Ok, really weird problem - we've tried all the other solutions in the form, none have helped.

Password reset emails to customers AND New Client Notifications to administrator are NOT being sent.  All other emails, invoices, credit card payment notices, etc... are being successfully sent.  The weirdest part - If we go in and do a "Reset & Send Password" from the admin area, we get a confirmation from WHCMS that it was successfully sent, however it never shows in the email logs or under Recent Emails.  It shows as successful in the Activity Log, but there's nothing in the Email Log.

We've tried switching from PHP mail to SMTP - no help

 WHCMS 7.7.1, PHP V  7.1.14

The email of password reset are regularly sent, but since I-don't-remember-what-version of WHMCS are no more logged as other email messages.
And it's right so (it was a security issue and, maybe, not GDPR compliant)

You can find evidence of these email in client log and in activity log.

We are finding the emails are being sent, however nothing in the email logs.   This is a real issue for GDPR -- we must maintain copies of outgoing mails especially with sensitive personal and private client information for username, password and personal details. 

Emails for the following are not logging in the client emails sent list:

 
tick.png Automated Password Reset Edit  
tick.png Client Email Address Verification Edit  
tick.png Client Signup Email Edit  

It's an issue that needs to be escalated; otherwise WHMCS users are in violation of GDPR requirements frankly.

We have checked hooks, we have checked to ensure other templates log normally -- it is something to do with the core functionality.
