Select what email to send when a client requests cancellation

there's no need to have a choice - you can edit the content of the template.

when a cancellation is received, it should send two emails, assuming they aren't disabled - one to the customer, and one to the admin(s)... check the activity log and see if WHMCS tried to send the email to the customer.
