Duplicate left menu in client area how to remove it ?

it's not really a duplicate - it's two different product functions...

 

the first, "Upgrade/Downgrade", allows the client to change their current product to a different product.

the second, "Upgrade/Downgrade Options", allows them to alter the configurable options values that the product must be using... e.g., to alter a the quantity, selection etc.

if you *really* do want to remove the second option, then you could so using a hook...
