The first thing I recommend doing is checking under help > health and updates ensure that your server supports all of the requirements of WHMCS. -- I think I know what the issue could be, check the permissions you've set on the MySQL user of the database. If you've removed the option to drop tables (some will modify the permissions to enhance secure) then it could cause this issue.
