Banned Emails option not working?

I have just noticed that my banned email option isn't working. I have blacklisted Hotmail.com and some others but some clients have been registering with these domains. I think this happened since upgrading to v6.

 

Has anybody else had this issue or know solution, what could be causing it?

I just added hotmail.com to the v6 Admin demo, and then tried to register using a hotmail address - it wouldn't let me and gave the following error...

 

We don't allow users with the email address provider you entered. Please try another email address.

perhaps they're not using the form, but using a script or hack instead?

 

are the hotmail users legitimate clients that are ordering products/services or do they look like fake accounts just registering?
