Solution is please add new Paypal needest CURL-> CURLOPT_USERAGENT . If add this Curl step module is get true.

We opened case 5180 to track this issue, we have opened communication with paypal to confirm that this change (which so far has only been reported in one region is going to be pushed out to all regions.) If this is effecting you right now, you can open a support ticket and they have a hotfix they can give you to address this.
